Size: The size of the chip or crack is an important factor to take into consideration. In general, chips larger than 3/8 of an inch, and cracks spreading more than three inches long, will probably require a complete windshield replacement.
Location: Where the chip or crack is located can also provide you with a clue as to what you should do. Cracks that are close to the edge of the windshield tend to spread, and chips that are in your line of vision are a safety hazards.
